I seem to recollect that Vale completed the line a couple of years ago, as confirmed by Google Earth images, and the last of the 85 8 axle GE BB40-9WM arrived in late 2015, and the project was officially inaugurated in May 2017

Vale is currently armoring the cabs of over 100 locos used on this line, as the local populace seem intent on using the crews for target practice

The writer may be confusing the completed project with a new proposal, from Tete province to the coast via Moz territory (follows north bank of the Zambesi)
