In 2012, I measured the gauge a few places and found it to be 335mm between inner rail faces, at 10mm below the rail head. This is about 13 1/4 inches, which is pretty close to 14 inches.
The driver told me that the loco was constructed in the railway's motor vehicle workshops in 1980, and based on a "Ford Cortina" engine (perhaps that means something to some else). The coaches, portable track and presumably a previous loco were made as part of the EAR exhibition that visited to agricultural shows and similar events.
