According to Ben Mugisha, writing in New Vision, published in Kampala, the International Finance Corporation (the private sector lending-arm of the World Bank) together with KfW Bank of Germany - the leading financiers of Rift Valley Railways (RVR) - insisted on specialist management being brought in. PD Toll [of Australia] was selected in mid-2008, other bids considered coming from contenders in Canada and South Africa. "PD Toll took over management after a wider consultation and advice from our lenders to look for more capable shareholders who can bring in and inject capital," RVR western region manager Christina Sigowa explained to Mugisha.

Kevin Whiteway is now managing director of RVR with Brown Ondego, formerly Kenya Ports Authority (KPA) managing director, as executive chairman, a new position.
