The Railtrails Tours Ltd website is advertising a tour in March 2009 featuring:
a high-speed run from Halle hauled by the only steam loco in the world registered for 100 mph running (although not attempting that on this run)
The website includes a picture of German Pacific 18-201, the loco which is apparently certified for 100 mph (160 kph) running.

I believe Tornado in UK is to be certified for 90 mph running and existing preserved steam locos in the UK are certified up to 75 mph.

David Wardale's proposed 5AT (see link and also some discussions elsewhere on this forum) is designed for 110 mph running.
