Emergency Aspect Blue Light

First time I have seen one in operation. There is usually an electrical
fault on the signal and it cannot be operated, so the blue light will show,
to inform driver that points are set correctly, but the line could be
occupied, proceed on sight at reduced speed until the next signal.
