Interesting.
On this very subject I contacted Sheltam incidentally to ask them to put me in contact with some of their drivers (in Mocambique) as I was after them doing a similar thing there.
Alas - lots of correspondence but no joy. The irritating thing is that they did not just say no outright, which would have been fine, but rather waffled on and on bureaucratically with every other excuse under the sun.
I also corresponded with them re the location of their engines in Mocambique and the Reef, with similar results! Tons of excuses as to why this was not possible. Again a NO would have done!
Disappointing - perhaps the corporate mentality/culture is reflected in the Kenyan effort!
