You've got to take in the Daily Mail's rather derogatory Eurocentric style. The DM clearly does not think of Chinese and Japanese tourists as being "foreigners" in Thailand so they are added as a bulleted subhead as a less significant afterthought!
Foreign tourists including Americans and Europeans among 23 people injured in Thai train derailment.
- Chinese and Japanese tourists were also injured when the train derailed

I wonder how many injured Chinese or Japanese equates to one injured American or European in the Daily Mail scheme of disasters?
